Abstrak/Abstract Timor District East Nusa Tenggara has an abundant fishery resources but most of the people in this area are living in poverty. Fish resources have not been explored and utilized optimally to establish community resilience. The fish are abundant during the fishing season but a lot of fish become damaged and unutilized. The condition caused by no post-harvest handling. This situation due to lack of knowledge and skills of post-harvest handling of fishery products and lack of infrastructure and facilities that support it. Besides, the role of women has not run optimally to improve the welfare of the community. Adequate facilities to support fishery products handling, especially during the fishing season is very important, but the development of human resource capacity to process and utilize these resources becomes more important. To form a community organization that promotes the interests of the group with the empowerment of women's role which is unexplored well, will support the sustainability of the program that will be conducted. The role of women in the region is not apparent yet, so it can be a potential human resources that support the implementation of the program. Timor Tengah Utara is one of the main area that need to be developed, because of a strategic location bordered to Timor Leste. According to the survey on 2011, Timor Tengah Utara is an area that has high level of poverty, malnutrition, and unemployment. The existence of these conditions and the location in the border area causes the need for efforts to empower local communities. Based on resource potential and strategic position of Timor Tengah Utara close to the capital of the province and its neighbors Timor Leste, the development of fishery products with a strong institutional capacity and to increase the participation of the community, especially women in the processing of fishery products is the key of empowering the community to improve the prosperity and eradicate poverty. The main goal of this project is to establish a prosperous community with the development of fishery products based sustainable local fisheries resources. This program is planned for 3 years with the scope of activities that include joint research on exploration of potential fishery and human resources, training and workshops on fishery product diversification marketing initiation, and establish fish processing network. The first year focused on the exploration of potential fisheries resources and human resources to select raw material and potensial community to be assisted. At the last first year, the program expected to establish small business group and make marketing initiation. The second year focused on increase women participation, establish fish processing network and production scale up. The third year focused on program transition to local government, local university, and local community. UGM will team up with local university (Universitas Timor), local government (Dinas Perikanan dan Kelautan Timor Tengah Utara) and University in New Zealand (University of Otago) in order to execute the program. The expected outcomes of this program are map of potential fish resources, map of potential human resources for long enduring organization to support the programmed sustainable, selected village as a model, selected fishery product for further development, market chain opportunity, handout about various fish processing, and economic analysis for sustainability development of the product. At the end this program is expected to improve the welfare of community and increase livelihood opportunities.
