Abstrak/Abstract Women with HIV may transmit HIV to their baby during pregnancy, labor or delivery, or through breastfeeding. The risk of mother-to-child HIV transmission of mothers that do not receive any treatment during pregnancy is about 15-45%. The program of prevention of mother-to-child transmission (PMTCT) by providing antiretroviral therapy (ART) for pregnant women with HIV-positive is an effective intervention to prevent new HIV infection in babies. The factors of policies, facilities, finance, the healthcare system, and human resources, including clients and health workers, influence the PMTCT. This research discusses the prevention of mother-to-child HIV/AIDS transmission at Public Health Centers from several doctors' and midwives' perspectives. It used a qualitative design with a semi-structured interview to obtain information on policies and implementation of the PMTCT program at Public Health Centers in Yogyakarta. This research involved six participants: three heads of Public Health Centers and three midwives as the HIV/AIDS program managers. There are five themes for the interview: policies of mandatory HIV testing for pregnant women, lack of HIV/AIDS knowledge, needs of PMTCT training, infrastructure and facilities, and HIV retesting. The implementation of PMTCT in Indonesia is mandatory and only once at the first antenatal care (ANC). Even though HIV retesting is necessary, there is no regulation to respond to it. The success of HIV mitigation has close relation with the participation of academicians, policymakers, and community networks that collaborate in planning strategies, implementing the reduction of HIV infection, and evaluating the result of the mitigation.
