Indonesia requires a better road traffic
monitoring system to prevent accident and ensure safety. A
common road traffic monitoring method is Automatic
Number Pelate Recognition (ANPR). Every country has
different design of plate and ANPR must be designed to be
specific for each country. GMANPR is an ANPR that
designed for Indonesia plate number. In the development of
GMANPR, there’s a lot of obstacles in the data samples
collection process. Data samples are collected manually by an
operator and the results are inconsistent. And there is
another difficulty in the evaluation of the ANPR algorithm
step. The operator evaluates every steps based on the output
of each step from the algorithm and compares it with the real
images. This paper will propose an automatic, adaptive, and
consistent data sample collection software development with
GMDataCollectionTool. This paper will also propose a
development of automatic and fast accuracy measurement
for GMANPR algorithm, so it can reduce the algorithm
accuracy evaluation time from 128 seconds to 0.177 seconds
per image.
