The objective of this research was to understood the process of community empowerment through the development of tourism village in Penglipuran’s Tourism Village and its implications related to the village’s sociocultural resilience. The research had led to the finding that the process of community empowerment consisted of three stages.The stages were public awareness, giving capacity and empowerment. The form of community empowerment involving public participation starting from planning, implementation and evaluation. Problems of community empowerment relating to maintained culture and customs from modernitation influence,the attitude of society, human resources, accomodation tourist availability and promotion activities.In result, empowerment of communities through the development of tourism village in Penglipuran’s village was giving implemented in socio-cultural resilience such as strengthening and some changes in the social and cultural values and environment.
