Considering the development of national needs for fuel oil and in the context of providing more targeted subsidies to
specific user consumers and in order to improve the efficiency of the use of the State Budget, thus BBM Satu Harga (One
Price Oil Policy) was enacted. One Price Oil Policy is a program with the goals to homogenize the price of fuel oil (BBM).
One Price Oil Policy program has been implemented in 170 points (gas station) spread across Indonesia. The target of
One Price Oil Policy points in 2024 are 500 points. However, there are obstacles in realizing these massive numbers of
points, and one of them is regarding the permits and procedures to establish a gas station. This study aims to analyze
permits and procedures in establishing a gas station as one of the obstacles in employing One Price Oil Policy throughout
Indonesia. The method used in this research is normative-empirical research with case studies on some regencies in
Indonesia. Simple random sampling is used to determine the locations for the case studies, and the field research was
done in October 2019. This study found that in practice, there are still some obstacles regarding permits and procedures
in the establishment of Distributors (gas station). Such as a difference between the permits that must be fulfilled for the
establishment of Distributors; some regions have not been implementing Online Single Submission (OSS) optimally;
although some requirements such as Hinderordonnantie (HO, Disturbance Permit) have been removed, there are still
areas that still require HO; and Ministerial Regulation 13/2018 no longer mentioning the recommendation from the
Regency / City Government, but this requirement still required in a certain region.
