Identifying Leadership Indicators for Nurses in Disaster Management

Background: Nurses represent the majority of the healthcare workforce. Nurses play critical roles in disaster management and must demonstrate leadership by dealing with disaster events effectively. Nevertheless, there are still a few studies that develop nursing leadership in disaster management.
Objective: Identifying the nurse leadership indicators at each phase of disaster management.
Methods: A qualitative descriptive study was conducted between November 2017 and January 2018 of nurses at three hospitals in Yogyakarta. Semi-structured in-depth interviews were conducted on seven nurses, and focus group discussions were conducted on five nurses. Participants were selected using a purposive sampling technique. Data Analyze used a modified version framework method.
Results: We found 54 indicators of nurse leadership in disaster management. We grouped indicators into three major groups: common indicators (eight indicators), shared indicators (14 indicators), and specific indicators (32 indicators). Four themes were obtained according to the disaster management phases: nurse leadership at the mitigation phase, nurse leadership at the preparedness phase, nurse leadership at the response phase, and nurse leadership in the recovery/rehabilitation phase. Each theme contains three main sub-themes (3Cs): character, competence, and the central role of the leader.
Conclusion:
Using the International Council of Nurses (ICN) framework's disaster phase as a conceptual basis, 54 indicators of nurse leadership obtained are interrelated and have characteristics depending on the focus of the disaster phase. The recommendation in this study is an initial version that requires further testing to be a valid and reliable set of items intended to use in any disaster situation that can measure nurse leadership.
