Abstrak/Abstract After successfully creating the Waste To Energy (WTE) processing at TPST Bantar Gebang in 2011, DKI Jakarta Provincial Government continues to create policy innovations. In that same year the DKI Jakarta Provincial Government also created a master plan to establish a waste treatment center at several locations points in the Jakarta area where processing waste to electricity became the main processg, not part of a processing unit such as that in the TPST Bantar Gebang. Since it was initially planned out in 2011, the program has just recently being implemented in 2018. To view policy change researchers use the advocacy coalition framewok (ACF) process for this analytical purposes. The results of the study showed at there was a real lack of shared values and common visions in the coalition with respect to management optimization (paradigm change processing), technology and the environment, tipping fee, field-in tariffs, and licensing and regulation such that the desired change has not en significant.
