Flood is caused by the volume of water in a body of water such as rivers or lakes overflow or break through the dam so the water overflow. Context-aware system is a component of a ubiquitous pervasive computing environment, which can sense the physical environment and adapt the behavior. By using context aware systems, the accuracy and efficiency of the emergency response time of information delivery can be improved given the changing situations of emergency conditions that can change very quickly and dynamically in an emergency during the disaster. K-median is a method of grouping based on the median value. In this study, there are four clusters, cluster 0 which defines low rainfall value and low water runoff value, cluster 1 which defines high rainfall value and low water runoff, cluster 2 which defines low rainfall value and high water runoff value, cluster 0 which defines high rainfall value and high water runoff value. By using K Median clustering, data values can be grouped based on the level of vulnerability or the potential for floods.
